适用范围
本标准对于IP电话业务中以下3种情况的编号要求进行了规定：（1）基于IP网络的用户呼叫PSTN/ISDN/移动用户，（2）PSTN/ISDN/移动用户呼叫基于IP网络的用户；（3）PSTN/ISDN/移动用户之间进行通信使用基于IP的网络在呼叫所涉及的用户之间进行连接/中继。本标准适用于为IP电话业务分配E.164号码，以便于PSTN/ISDN/移动用户可以用一次或二次拨号的方式使用IP电话业务。
